MEMR Regulation No. 32 of 2008 established Indonesia’s first mandatory biofuel blending framework for biodiesel, bioethanol, and bio‑oil across transport, industry, commercial use, and power generation.
This regulation is frequently amended. Most notably through MEMR Regulation No. 25/2013 and MEMR Regulation No. 12/2015, which updated implementation mechanisms and raised biodiesel obligations.
Mandatory biodiesel blending rates have been progressively increased through subsequent implementing regulations, rising from 15% (B15) in 2015 to 35% (B35) in 2023, with a further increase to 40% (B40) targeted for 2025. For bioethanol, blending targets for gasoline have been set at 5% (E5) by 2020 and 20% (E20) by 2025.
