Regulation (EU) 2023/2405 (ReFuelEU Aviation) was adopted by the European Parliament and Council in October 2023 to mandate increasing shares of sustainable aviation fuels (SAF) in EU airports’ fuel supplies. The regulation is in force and implementation has started with early SAF blending mandates (e.g., 2 % SAF from 2025), scaling up over time toward higher percentages by 2050.

The Regulation sets the following SAF blending targets for aviation fuel supplied at EU airports:
By 2025: at least 2 % SAF
By 2030: at least 6 % SAF
By 2035: at least 20 % SAF
By 2040: at least 34 % SAF
By 2045: at least 42 % SAF
By 2050: at least 70 % SAF
