The draft Climate Change Act lays out Thailand’s action plan for climate change mitigation and adaptation, including emissions reductions. Some of the key sections in the draft law involve citizen rights, government obligations, the National Climate Change Policy Committee, and a national GHG database.
On December 2, 2025, the Thai Cabinet gave its initial approval to the draft Climate Change Act. The subsequent phase in the implementation of the Climate Change Law will entail a sequential review by the Council of State, followed by deliberations in Parliament, with the anticipated enforcement date set for early 2027.
