Establishes a formal legal framework for carbon markets in Kenya under the Climate Change Act, organising the certification, verification, and operation of carbon credit programmes, in addition to defining core principles such as additionality, permanence, and double counting. It aims to integrate sustainable development benefits, and enhance the transparency and market oversight of carbon credit activities, while taking environmental and social safeguards into account to support Kenya in meeting its climate commitments. It institutionalises a Designated National Authority responsible for overseeing transactions, compliance, and preventing double counting.
