The second emission reduction plan was initially published in December 2024 and then amended in January 2026. The plan details how the country will meet the second emissions budget in light of the revised approach to reducing agricultural emissions (i.e. the decision against an on-farm agricultural emissions pricing system). The second emissions budget covers the period of 2026-2030 and has a limit of 249.2 MtCO2e.
